Yes, it is correct. If you cannot scan for locals the box has been
deactivated.

The real issue is not about what's on the screen, but how the buyer
can verify it. Of course, like any eBay auction, you're at the mercy
of the seller to give you correct info. If you're buying a plate,
you're depending on the seller to tell you its not chipped. If
there's a picture, you're depending on the seller to send you the
plate in the picture and not a different one. You can't know in
advance with 100% certainty that you're not being tricked - yet
millions of transactions happen without problems. Amazing stuff.

It is not true. De-subbed Voom box still and will scan all local channels; it even let you "save" or "hide" those channels. But, when you press "watch", you can NOT watch it. A new Voom receiver will have "receiver not authorized", once you subscribe, it is "activated"; at this point, the receiver is offically "activated", even later the service is cancelled, no matter what, it is activated (it still receive and decode signals, but you can't watch it), it is called "locked" - some receivers will have a message, like "Please call Voom to subscribe...", you need to call Voom to unlock it. It is confusing, if you saw one on ebay says "activated", remember to inquire further information; technically, the seller is not lying to you (or, not have enough understanding to the difference), you better make sure what you buy, once you buy, it is yours to keep - any how, it is an activated receiver.

I also have a VOOM box that is activated...$50+shipping (thru Paypal)
and it's yours...
