My wife's iPhone 5s arrives today and we are selling her 4s.

Is it worth more if I have ATT unlock it or leave locked to ATT?

I just got $162 on ebay yesterday for an AT&T Iphone 4 8 GB that owed a balance to AT&T.

I don't think it makes a difference as people will pay to unlock them if thats what they want to do. As long as the ESN is clear, it should get more money
 
People who don't know any better will probably pay more.
I suggest you put in the request to AT&T.
Can take up to 48 hours, but usually much quicker.
They will do it for you for free.

As a former customer, they would unlock your phone for me, so I don't care.
Anyone who searches eBay, should be able to find a legitimate unlock service for $3 - $5.

Trade in value for a GSM 4S is around $150.
You can find out what they go for locally in a private sale; just don't believe the sellers got their asking price. :)

In this area they tend to go close to the asking price.

Trade in value is so that the store can make a profit on the transaction.

When I moved my iPhone 5 from AT&T to T-Mobile, I was able to get it unlocked in under 15 minutes by using their on-line chat. I did need to dock it to iTunes (fine by me) and then I was able to activate the T-Mobile SIM.
