signal loss during storms

So the guy who installed my dads hopper system had his signal good but then there were trees in the distance that grew so that interferred with the signal making it weak. So he called and another dish guy came out and pointed it in the the other direction. Well that make the signal weaker. He said when storms roll in, its out 10 to 15 mins. He likes the hopper system but should he call dish and get someone out there to realign his dish to fix it? It doesnt sound like hes had techs that don't know what they are doing.
 
Someone needs to get that pointed right or you have something blocking the view. May also want to check the dish and make sure it's not bent. We've run into that before.

My dish service goes out everytime we have a storm. I live in South Carolina. It's a pain.
