Why would it take more fuel?. Just aim it at earth and give it a push, gravity will take over as soon as it gets out of Geosynchronous orbit. Voyager is billions of miles out and has not burned any fuel in decades.

Getting in orbit you fight gravity getting out you use gravity.

It wouldn't go straight into Earth. It would accelerate as it comes closer and then slingshot around back out until it slows down, at which point gravity would take over and pull it back, thus speeding it up until it slingshots around again. This could go on for a very long time, all the while posing a threat to other things out there.
