Tailgater 4 and Wally questions

Hi. Today I found a deal that was too good to pass up on a gently used Dish Tailgater 4.

Before I decide what to do with it, I'd like to verify that it works. Wallys are not terribly expensive so I might get one to see if the Tailgater 4 works.

Questions:
1) Will I be able to test the functionality of the Tailgater 4 with a receiver that has not been subscribed?
2) Has Dish fixed the 129W issue where the receiver looks for a signal that does not exist?
3) I am on the west coast. Does the receiver still try to pick up 61.5W? I have a line of sight to it, but just barely.

1. You will need to activate the receiver. You can do so on an existing account or, if you don't have one, we have Outdoors specific accounts

What is the lowest cost subscription that I could get to test this unit? And does it require a two year contract, or could I just subscribe for 1 month?

And finally, when I have cancelled service in the past, Dish has asked me to return "their" equipment, even when I purchased it elsewhere. I ended up having to prove to Dish that I bought it by sending them my receipt. That experience alienated me from Dish. Do they still engage in that kind of practice?
