The Heartland Package

What is this five channel package that doesn't even contain locals.

There's plenty of packages that have nothing to do with locals, BB, Superstations, Heartland, Sports Package, etc etc..... Add on packages don't have locals. You can't get those packages without having the main package that has the locals.

The Heartland Pack is an Al la Carte channel package like Encore. The most cost effective package that comes with locals would be the Welcome Pack which is $14.99 per month plus state and local tax.

I misread the announcement. It looked to me like the Heartland Package was a stand alone package, since all of the channels in it are already in many other packages.
