Trying to get Peace TV on G18

I was unable to get signal. It shows on the meter very low and unstable I am setting it to 11966 V 2000 (this is what the peace TV suggest). I am using 39" Dish, Digiwave 7000 and LNBF
Any idea?

What type of LNB is it?
Motorized dish?
did you skew the LNB properly?

The frequency is right. I am picking it up just fine in Minneapolis

my tested LNB with L.O. Frequency 10970 and skewed it to 35.8 as shown from Satellite Finder / Dish Pointing Calculator with Google Maps | DishPointer.com data bellow:

Elevation: 23.3°
Azimuth (true): 234.3°
Azimuth (magn.): 245.2°
LNB Skew [?]: 35.8°

Dish Skew [?]: 90.0°

LNB frequency needs to be 10750

the skew needs to be around 35. skew the LNB counterclockwise (if you stand in front of the dish facing it)
