Does anyone know how I can find out how far I am from one of these? i have been told I want to be within 3000 feet of one, but att tells me I have to order first and only the install tech can tell me with his handheld device.

If they tell you that you have to have a tech come out, it probably means you are at the end of the range on their computer. They probably cannot tell you exactly how far since it would depend on how the cable actually runs under ground and what shape the cable is in. There is an unverse forum, perhaps better to redirect the question there...

An ATT tech was doing a service call at a neighbor's house and I talked to him a bit about U-Verse. He mentioned a similar 3000' number that you want to stay under, but that they'll push it (with a degradation in service that he can't fix !!).
