I can read it the way you are saying for sure, but I also wonder if it isn't a complete accounting of what will happen. I've been saving $3 for awhile now so I would of course rather be at $7 but another $3 wohelps that I am paying $35 less a month now than before for virtually the same programming and equipment. ($40 less if you count 1/2 price for the Movie Pack - something I am thinking of dropping if 1/2 price is not offered again)
