weak OETA signal in southwest Ontario

I am experiencing a very weak signal (no lock) on the OETA channels (12112 V 8702 on 125.0°W AMC 21 Ku). Montana and the other PBS feeds are strong. Is this a weather or transponder related problem? In the past the OETA signals have been stronger than Montana but never as strong as the PBS network feeds. I cannot improve this by tweaking my dish.
