when will the SD stretching on HD channels ever end?

Back on topic.

The Discovery quadruplets look like they crop, but do not stretch, 4:3 SD content. I've also seen the crop jump around, particularly during commercials. Has anybody else seen this? Is it dynamically adjusting itself? Because I've also seen commercials at 16:9 that sure didn't look HD.
 
Does anyone watch Gene Simmons on A&E? It appears to be shot in 16X9 HD, but probably 3/4 of the time it's like they forget to flip a switch and it's shown in pillar-boxed letterbox (say that 3 times fast!) format. A&E really needs to figure out how HD programming works.
