Why arn't there any factual/kids subchannels?

I blame Litton and the rise of cable TV subscriptions (as well as the Internet) for the lack of over-the-air kids' programming on Saturday mornings.

PBS Kids is great. Our local PBS airs "Kids" from 7am until 7pm.
We really enjoy the quality family programming PBS provides (Cat in the Hat, Curious George, Arthur, Super Why, Wild Krats etc)
