Why does CNBC seem to come in bad?

I know I'm probably one of the few watchers of it but it seems to happen around the same times....I record the worldwide exchange...first it was a few graphics things here and there just a block or sparklie or whatever. That was somewhat understandable since I think it was the channel (broadcasting live from singapore...)

But about half of todays broadcast was pure static....

There's been a few things here and there at the cable co that make me think that either a piece of equipment is faulty or that someone pressed some wrong buttons. Once before we accidently got TVW...the only thing I can think of is they aimed it wrong at Echostar 9 and were looking for the sportsman channel..
Another time it had some obvious receiver prompts which we aren't supposed to see....(amazona's comes to mind)
 

Has anyone seen a HITS system?
