my wireless joey shows caller ID when someone calls, but when checking the settings, it shows the phone line as not connected & it fails the call out test. Is that the intended setup?

Is your phone line connected to the Hopper? If so it's working because it's all one network.
 
Yep, the Hopper is connected directly and the Joeys are simply slaves off of that. You can only test from the Hopper...
