There is no question that E* is launching additional satellites this year sooo........
They are not "additional", they are replacements.
I wouldn't make this assumption. Smithsonian, for their part, has less than 100 total hours of programming. Second - as mentioned in one of these threads, Dish has commitments to add some channels based on contractual obligations. So, there may be some open channel slots that are reserved for those channels, because satellite launches can be delayed (of course, we know that because some have already been delayed).
So, even if they have signed contracts to add certain channels, they may have to wait for successful satellite launches to add those particular channels.
Third - Charlie mentioned that they would be adding HD channels that have significant HD content. I think you can point to TBS and A&E as HD channels that don't. In fact, generally, the HD simulcasts of SD cable channels have the least HD content.
Channels like MGM-HD and Smithsonian-HD have a lot more new HD content, and I think that is why those are currently uplinked.
Fourth - due to the writers strike, just about all the new drama programming is over, until they can film new episodes. So, there is really not that much of a rush. Fall is when you will really see more actual new HD programming.
Fifth - Dish is concentrating on adding more HD local markets, because the "cable channels" have really dropped the ball in terms of the HD conversion. Partly this is because local channels were forced to convert to digital by the FCC. But in the same time that hundreds of network affiliates switched to HD, most "cable channels" have been unable to get one HD feed going, and most of their programming is still SD.
When one thinks of HD programming, after sports, what comes to mind is "Lost" (ABC), "Heroes" (NBC) and "Prison Break" (Fox) - all beautifully photographed to take full advantage of 16x9 and HD resolution.
All of those are on HD Locals, along with most HD sports, and in August, the Olympics.
So, from a sales and marketing perspective, a TV provider has to think first in terms of HD Locals.

Other reasons for adding channels:
- They are paying Dish Network for carriage
- They sell things and give Dish Network a percentage
- They are required to be added by agreement (in order to get other channels or in order to get a better total price)
