Looks like tuner 2 of my Phillips Directv Tivo is having issues. I swapped the input cables problem (low or no signal) problem stayed on tuner 2. I noticed others reporting similar problems. I beleive this started for me about the time the analog broadcasts stopped. If there is no fix what hardware should I choose? Not sure I can afford to go HD at this time.

This may sound stupid. But another test is to use the other TV out connections. If using s-video try the composite. If this solves the problem, then there is a good possibility that you have a power supply problem.
yes, there's a strange problem with some TiVos where tuner 2 seems to go dead if you are using the s-video connection....
