Not all sub-channels are accounted for. This would make the EPG file too big, which would result in longer update times every time the EPG downloaded. The only OTA EPG data we can guarantee are the channels carried within the satellite-delivered DMA.
I am sorry but we do have limited assistance from OTA channels. OTA channels are channels that are not coming from DISH. They are scanned directly from your OTA to the receiver. Their availability and functions/ features will still depend on the program provider like the guide info
You didn't say you were looking for guide data from subchannels. In that case, the CSR was correct. Many subchannels have no guide data. In some markets, only the "Big 4" have guide data.
I am having a similar problem today. I have a Hopper 3 and live 40 miles from the broadcast antennas. All I want is the dual tuner USB adapter and an antenna; I do all the installation work myself. I told them I was not in a hurry, and could wait.
But DISH won't give me anything. They says I'm only eligible for an "outdoor" antenna (which I intend to put in the attic), and they won't give me one unless I make an appointment with an installer. And the installer "isn't allowed" to put the antenna "inside" the attic, and I can't mount it outdoors because of homeowners association rules. (Plenty of outdoor antennas work just fine in attics.)
They wouldn't even admit that I also need the tuner adapter for the Hopper 3, until I specifically asked how the antenna would be connected. They didn't want to give me this adapter; instead, they gave me the same cr*p about connecting the antenna directly to my TV. That won't work because the TV's tuner is not good enough. (With past DISH equipment, the built-in tuners were good enough to pull in OTA.)
In other words, DISH is no longer fulfilling the "dishpromise" that people described here just in the last week. So don't believe everything you read here.

I may be mistaken, but I seem to recall reading once that the guide data for OTA is actually supplied by the local stations.
Here on Maui, I have a VIP 722K with OTA module. Our ABC affiliate has the guide data for both the main and subchannel. All the others simply say "Digital Service".

HOAs cannot stop OTA antennas. I fought and won that battle. Look up OTARD.
Local stations do provide guide data (PSIP via OTA) but Dish does not use that data. They buy the guide data from a 3rd-party (who it is currently I don't know, nor care, nor does it really matter). Whether it in turn matches up with all of the channels/sub-channels you can get is a whole different story.
This isn't a defense of Dish but it seems as though they do not stock these adapters (anymore). They certainly don't sell them (publicly). You have to buy them through companies that sell satellite equipment. Two of them are Solid Signal and Dish Depot. They both seem to have a good reputation here and elsewhere (I haven't bought anything from either so I can't say personally).
The third party does get their information from the local channels. Dish decides which of the data to pass along. (I'm agreeing with you, just adding to your information).
Rovi provides guide data now. Tribune used to, and did a better job. It matters.
Dish can't even guarantee that much. There is a very long thread on here with people (myself included) reporting missing or wrong guide data for OTA channels which Dish carries.
Does anyone know what type / brand / model of outdoor OTA antenna they are installing? I was hoping to read some reviews/information on it. The Dish commercial about the OTA antenna option is not playing at the moment.
I contacted Dish the other day regarding CBS stations. I asked them about an antenna. They offered me an indoor antenna. I told them it won't work because we are so far from the broadcasters but I guess I could try it. I asked if they also send a USB Tuner and the lady said that is only for an outdoor antenna. I told them how will I be able to DVR with the indoor antenna and she said it can't be done. Well that is useless to me because both my wife and myself work crazy hours and cannot watch most things via live TV. I asked about getting free outdoor antenna and she said $99 for the USD plus whatever the install & antenna cost. I told her that's nuts. I pay around $160/month and been a customer for years and always on time and she just said that is the price. I said Ok I guess I will have to switch to another company because Fios is half the price and I also get Internet and Phone included. She said "do you want to disconnect service?" I said yes but not now because I can't do anything until after the holidays. She said ok then, thank you for calling Dish. Well I guess they don't give a damn about my money. Too bad. Bye Bye Dish. I am sick of their equipment not working properly half the time anyway. Wish I could change service now.
You got the worlds worst CSR. Tuner dongle is needed for any antenna and of course you can DVR.
The only thing she MIGHT have gotten right is that your area might be considered high signal so an inside antenna is expected to be sufficient.
