Seems like it doesn’t matter which tv I use, if I’m on dish, cable, or internet, if I’m watching nbc, cbs, and most sport telecasts, the picture seems to be going insane. For years I disabled all motion enhancements on my TVs to prevent the soap opera effect, but it is like that option is now being overridden. When it comes to nbc, their picture will skip frames, change frame rates, and the worst is an unnaturally quick camera pan. CBS and tbs, and a lot of 1080i channels will judder whenever a lot of action is taking place. For the most part, the 720p channels seem to have the cleanest and natural motion. The problem is I have found no way of correcting it, or at least making it tolerable. Nbc’s sports coverage is bordering on unbearable.

If you're speaking of your local network affiliates (whether OTA or via a third party), your problem likely has much to do with the broadcaster's desire to pack in more subchannels.
Something else that can exacerbate judder and flicker is having your brightness and/or contrast set to "sear".
Motion compensation can help a little (if the TV's electronics or your outboard processors are top-flight) but they can't recover from massive data loss at the hands of video compressors that are overtaxed.
My local PBS (KOPB) has two 1080i feeds mixed with a 480i feed and a 480i slide show with four audio channels. A train going by in a travel video causes an explosion of artifacts on the screen such that you had to know what was going on or you wouldn't recognize what was happening. The result is unacceptable at best.
In the long term, OTA DTV (ATSC) channels being replaced by Next-Gen (ATSC 3.0) versions are perhaps the only hope. In the interim, it is going to get uglier as DTV stations buddy up and Next-Gen stations squeeze in.

What tv are you using?
I believe today’s TVs are partly to blame as they implement motion each in a different way. Even with frame interpolation off frames are not as clean as a plasma.

Especially watching sports with its bright uniforms and severely punched-up contrast and colors.
