Extended upper C Band in the US?

I've noticed some satellites that service South America use a upper C Band spectrum for downlinks. Like 4.5-4.8GHz. Any chance of this happening here in the US to avoid 5G issues?
I think due to international agreements that part of the band cannot be used in the US. You can receive a foreign satellite here but I don't think you can uplink within the US to downlink for US consumption. You could probably get a waiver to uplink from the US to downlink in a foreign country.

Can a dish like this be used for C Band?
