In the last week or so, QVC channel 30 has over-powered KOMO (channel 4, actual channel 30) out of the Seattle area.

You said they are BOTH on actual rf channel 30. Tropo or something must be causing the one to come in at a higher power, and cancels out the other one.

It has nothing to do with what they broadcast, only that they are on the same frequency. It's possible a more directional antenna pointed right at the ABC one that you want, might fix your issue.

I have TWO rf17's, one South-East, and the other North-West basically on the same bearing from where my house is. I want the one South-East, and as long as I keep my antenna down a bit lower, there's no issues. Once I raise it even another foot or so, the other rf17 North-West overpowers the one and cancels it.

There is a RF30 that launched in Bellingham that is QVC. Since the Seattle station is further south it was allowed
Basing this on your location of British Columbia

Just in from KOMO in Seattle.

Hello Laurie,
Yes, another station just started transmitting QVC on channel 30. The transmitter is on Mt. Constitution, Orcas island.
We are working with the FCC to mitigate interference with KOMO.
I will most likely need to take measurements in Bellingham to prove the interference issue before it is resolved.

Thank you very much for bringing this to our attention.

It's a MIRACLE!

If your location is correct (Delta, BC) you are over 100 miles away from the Seattle stations. Nothing KOMO can do honestly as their normal coverage is outside your area.
The coverage of KOMO and the QVC station in Bellingham shows they don't really overlap.
