You could always buy your own receiver and install your own dish or have someone do it for you. That way you can turn your service on and off whenever you want to. You could also just get the Welcome Package for $14.99 and add any package with it.

You could run the wires before you have the installation done by Dish, that way you could fish the wires in the wall. Just make sure you use the correct RG 6 cable.

At least with Direct TV if you have a promotion package they don't raise your rates until your promotion is up. I think new customers with Direct TV have a price freeze for the first two years of their contract.
