    I read the rules again and your right. Its just the replacement picks that have bowl conf ties. After that, its free game. There is a cause towards the bottom about changing bowl matchups in the "best interest of the bowls and FOX" but not a requirement.

    I don't think that when the AP was apart of the BCS rankings that their voters weren't "independent" minded. Was there a time from '98 to '04 when the AP voters "manipulated" their voting to move a team in the title game? The only time I can recall is with the coaches poll in 2004...

    The BCS has no H2H criteria, its just the top 2 ranked teams. Now.....If texas and texas tech finished tied for 2nd in the final BCSrankings, then there is a H2H tiebreaker that would give the bid to Tech in the BS rules.
