Yeah, I think there is the emphasis on Peacock this time.
The only other thing I can think of is that this isn't the Summer Olympics. With the Summer Olympics, there is a lot of interest in Track, Basketball, Soccer, Gymnastics and Swimming, and between the normal channels that cover the Olympics plus the overflow channels that were added, someone could watch every one of those matches, races, or performances. There isn't the same level of team sports or as many higher profile events in the Winter Olympics. (I know that last sentence is highly subjective, but that is a trend I have seen)
We will see if anything shows up after the uplink this afternoon or early tomorrow morning, but in the end, if no additional channels are added, I am thinking it is more wanting people to go to Peacock than making events accessible without it.
