99(b) question

I have great signal strength on 103(a and B) - mid to high 90s on all transponders.

My question: I have very weak signals on transponders 2, 4 and 6 on 99(b). Is this a sat we should even be worried about at this point? Is it active and part of the new HD launch?

NO, the 103b is the one we need for the New HD channels.

99b is only used for spotbeamed locals. If you are not near the target area you will get a low or zero indication (likewise for 103a).
