DECA/MoCA will stomp on ALL cable systems, so it will get him unless 1) has a cable system that stays under 900 MHz, 2) does not use cable for internet, 3) has no Genie clients, and 4) doesn't use any whole home features.
Most cable systems go to about 2 GHz don't they?

It depends on the cable system, but generally they stay under 800 to 900 MHz for TV. Some may be lower - Comcast probably is given how they've bit starved their TV, the ones that that are switched also probably stay pretty low. Not low enough to stay under DECA of course, just maybe under 600 MHz instead of 800.

Internet always goes higher than 900 MHz these days.
