Will this work on a PC running Windows 11? Can't find any info. Google's AI says "no," but I trust Google about as much as I trust an alley cat.

I would say likely not for two reasons.
1. The USB tuner will need an APP to show the tuned content, although it is technically possible to set up an emulator such as Bluestacks so you may be able to work around this.
2. More important is the requirement for USB OTG which most standard PC USB ports do not support. More from ADTH
here under additional notes.
A personal computer (PC) does not support USB On-The-Go (OTG) because standard desktop and laptop USB ports are built strictly as permanent host controllers, lacking the physical hardware and ID-pin logic required to switch roles into a peripheral device.
Why PCs Don't Use OTG Dedicated Host Architecture: Standard USB-A and traditional USB ports on a PC always act as the master host for the bus, supplying power and managing connected peripherals like mice, keyboards, and flash drives
No Dual-Role Switching: USB OTG requires a dual-role device (DRD) and a physical connector with an ID pin (such as Micro-AB or specialized mobile ports) to dynamically switch between acting as a host and acting as a peripheral. Standard PC ports lack this ID-pin detection
No Functional Need: OTG was invented for mobile devices and smaller gadgets to let them toggle between talking to a PC or reading a thumb drive. A PC already has full-sized operating systems, vast driver libraries, and multiple independent controllers, making dynamic role-swapping on a single port unnecessary.
