Antenna Connection Problems?

I have an old analog tv - needing to add a converter box - purchased the Apex box from Best Buy. We also have DISH - but need an antenna for local channels. We can not get this box to work. We have the Dish Box connected to the coax place on tv and the box to the composite video plugs. We know the antenna signal is getting to the room because when we hook a digital tv to the line it works fine. When we move the line to the digital converter box we can not get a picture - all we get is a blue screen on our tv that says "video" - which is what the input is called. The TV only has two input spots. Could there be a problem with the box - or with our hook up? The remote on to the box will turn the box on but will not bring up the menu over this blue screen - we have changed batteries in the remote. Any suggestions - or do we need to return the box for another one?
 
Which model Apex did you get? For now I'll assume it's model DT250. To double check, you have the antenna input cable (75 ohm?) into the far left (facing the back of the unit) coax connection on the back of the Apex (Antenna In)? You have the yellow Video cable plugged into the Video Out connection just above the S-video connection on the back of the Apex? You have the other end of the yellow Video cable plugged into the yellow Video In connection on the rear of the TV? You have the red and white RCA audio cables connected from the Apex Audio Out to the TV Audio In? You turn on the TV and set the input to Video. You turn on the Apex, wait a few moments and nothing appears on the screen? Is that correct? Are all those connections exactly like that?
