Audio stuttering, blank screen, pixelation?

Does dish have the same issues as Directv wnen it comes to the above items. Most of these issues happen on locals in Washing DC.

audio stuttering

Audio stuttering happens a few times a day on the locals here in the Portland, ME market.

After it stutters, the picture goes blank for a few seconds and then returns to normal.
