It's definitely going to cost you. They aren't just going to give out the PS4 and Xbox One version for free but $10 isn't bad at all if you have to have COD on day one when it releases on November 5th. I personally can wait the 10 days until my PS4 gets delivered on November 15th if I even buy it then.
I think this promotion and others like it(there are lots of games doing this not just COD) are really for people who aren't planning on picking up a PS4 or Xbox One at launch. They don't wait to hurt their 360 and PS3 sales of games like COD for a customer who is planning on waiting a month or two to get a new console. Lots of people who are getting a PS4 at Christmas probably wouldn't pay $60 twice to get COD on their PS3 and PS4. They may, however, be willing to pay $60 on November 5th knowing they will only have to pay $10 after Christmas for the PS4 version.
