Lowest sat you can get in Wisco would probably be 30W Hispasat (depending where in Wisco you are)
Thats pretty much the lowest sat for me in Minneapolis....8 elevation

If you're just interested in foreign languages, or foreign news coverage, you might look at this satellite list, too.
Of course, that's just Ku band.

If you have a particular foreign language, mention it, as there may still be programming available elsewhere.

That is the lowest for me too in Texas. There are no hills in Texas.
