can't receive both 110 and 119?

I have a coolsat 4000 pro, dish 500 and dish pro quad lnbs. I can't seem to receive channels on both 110 and 119 simultaneously. Could someone please help?

Here is the setting on my coosat:

LNB Type: single
Freq: 11.200
LNB power: on
Diseqc Switch: off

If I turn on the diseqc switch and set it to 1, I get 80% signal quality on 1 & 3 but less than 10% on 2 & 4. However, when I move the dish slightly, I get 80% on 2 & 4 but less than 10% on 1 & 3.

Should I turn the diseqc switch on? If so, what should I choose for commit and uncommitted?

What is blind scan? I've been using auto-scan to look for the available channels.
