Lets use 99 as an example but it happens on other birds.
Running an openbox s9 and getting excellent signal and Q.
Using a Uniden to push the dish.
Not all but some transponders will be partially scrambled then clear
up and go scrambled again. Is this normal or something wrong with
my dish?? What ever details you need I will be glad to supply.
Thanks for any suggestions.

You didnt state the size of your C band dish? However, I only experienced this in the past when using a five ft solid metal dish, or when a hurricane was tearing through Puerto Rico or the Gulf. When I finally moved to bigger dishes, it disappeared.

I've found with my openbox S9 that it will show "scrambled" when it's really an issue with the quality being inconsistent. I typically see this on the Luken mux, as it's weaker for me.

Not all transponders on the same bird have the same power levels. So check if your quality numbers are bouncing around on the transponders that are sometimes showing scrambled.

Also, on 91w I have found that I can pull some transponders, and not others, when the dish is off from the true center where 91w should be. So move the dish left/right while tuned to one of the transponders in question, and peak it out to make sure it's not a quality issue...

Oh, and check the FEC and symbol rates for what you're trying to tune, to see if it's likely to be sensitive to reception.

I'll get 'scrambled' on some if not aimed 'spot on'. Bump the dish one way or the other and it's back to normal.
I'd watch the Quality reading. Bet it drops when it shows 'scrambled'.

Thanks guys for responding.
For me bumping E/W is a royal pain with the Uniden pusher.
Involves using 3 remotes to change and 3 remotes to go back.
I will check for a bouncing Q...
Am I confusing E/W with skew? Don't know how to set skew anyway.....

other "could-be"s include:

- LNB/LNBF going flakey or failing

- your receiver or the uplink encoder is not completely DVB-S/DVB-S2 or audio/video codec compliant.

Definitely first thing to to make sure your quality and signal and peak those up, because even 55% signal on one of my receivers gives artifacty video/audio as it's right around threshold for reliable solid reception.
