Closed captioning not working

I am deaf and hard of hearing...closed captioning is the only way I can truly enjoy television. It has now worked on Sky Angel since December. I have emailed, written the President and no response. SA assures me that when the upgrade is available that closed captioning will be back up. I'm almost to the point of complaining to the FCC.

I meant not worked since December.
