D9223 SA receiver and Qtones

I am helping out a guy who want to set up Legacy TV and use a D9223 Scientific Altantic reciever.
I get get the receiver to work BUT he wants to set up the Qtone part.
From what I gather qtones tells the equipment to switch between main programing and local stuff.
