I have been curious on this - what if we reciece locals and have a waiver for DNS from our local station???

Currently it doesnt matter. If you live in a market that D* offers locals and you have waviers and dont have them turned on, you're still not eligible because D* offers locals there.

it doesn't make sense......says: you currently don't receive locals but if you want to keep the the locals you have to send card back.....what?
if you currently don't have them how can you keep them
