If it works like the H20, then no. It must be activated in order to use the ota tuner.

D11 is a SD receiver it has no OTA tuner.

You know thougfh, the unit does have an 'off air in' connection in the back vs an RF connection.

Yes, and that allows the unit to pass through RF signals from an antenna to a TV that's connected to it via coax/RF, that's all it does.
