Will a DirecTv D12 receiver pick up satellite 99 and 103 using a SL3-SWm LNB? It says it SWM compatible but I'm not sure about the receiver picking up these two satellites. I need these two for local programming channels

The programming on 99 and 103 is encoded in the MPEG-4 format. The D12 is an MPEG-2 receiver, so it cannot pickup or decode channels from those satellites. If you need to get your locals from 99 or 103, you need to replace the D12 with an H20,21,23,24, or 25 receiver.
 
No, the d12 is a sd only receiver. The 99 and 103 sats broadcast hd only. You might need a dish like a slimline 5 or phase 3 dish which get the 119 sat, that might be where your locals are.

What is your zip code?
 
My zip is 30434. I found out the locals are from the Augusta, Ga market which are on the 99 or 103 sat. I was informed the D12 is MPEG 2 and not MPEG 4

Most of the new markets are MPEG4 only

As noted the D12 wont work....but call Directv and see if they will send you a MPEG4 receiver. I know markets where the locals are only on 99 & 103 you can't even activate a SD only receiver (conversely if you need more equipment you buy the SD version which is cheaper and they send you a HD receiver)
