Dish won't sell me a VIP 722

I have two separate cable feeds. One feed is connected to a VIP 622 which is hooked up to an HDTV. The other feed is connected to a Dish 510. I just replaced the standard-definition TV with another HDTV. I would like to swap out the 510 with the VIP 722.

I contacted a Dish rep who indicated that I would not be eligible for another HDTV upgrade because only 11 months had transpired since my initial HDTV upgrade. She also indicated that I would not be eligible even if a year had gone by. Finally, she stated that I couldn't even purchase a VIP 722 because I lived in Hawaii.

Does this make any sense?
 
They gave me that same line of crap too. I wrote email to ceo@echostar.com and was able to obtain another HD leased unit. $100 one time 'upgrade' charge + 7/mo lease fee. Fine with me. I really don't want to own any of it.

With more and more programming going HD, it makes little sense that E* is so anal about HD receiver/DVR's.
