does price increase take effect Feb 1?

It's exactly like all my previous bills.

Don't suppose they'll try retroactive charges with March bill

When your bill is generated in Feburary you will see the changes. But for stuff generated in January (for February) you will see the old pricing.

Exisiting customers will not see any changes for a while. The rumor is maybe in July will the new pricing take effect.

That is correct.
The customers who will see their bills go down will see the change for Feb.

So I guess they're not sending letter out to warn us of this price changes. Just a little sneak increase and hopes people either don't care or won't notice.
