E-16 to be launched by Sea Launch?

Came across this article in Space News. It appears that Dish will be using Sea Launch for launch services in the next few years so perhaps E-16 will ride on a Zenit-3SL rocket.

Since Quetzsat 1 is confirmed for ILS Proton, E16 seems the most likely candidate, unless they actually plan on building and launching one of their vaporware BSS or C-band satellites they have license for.
