Cheapest rings a bell LOUDLY. However, the Proton launcher has been very reliable. It's just the new improved upper stage (briz-m) that has proven troublesome. I'm sure there's always political pressure to come up with an explanation quickly, even if it's not a complete explanation. I'd imagine in Russia that pressure would be even greater, as a holdover from Soviet days.
 
There is not a lot of choice. They have used sea launch, ESA and the Chinese in the past. Sea launch went bankrupt and was acquired by the Russians, and has started launching again after a couple year gap.

I think it is more of who has a launch available as to who they choose.
