On the HR20, pressing the left & right buttons on the front panel at the same time cycles through the brightness levels. There are 4 levels, and completely off.
Try that. Not sure if it works on the H21, but most of these things are the same.

On the HR21-100, hit the right arrow first on the receiver (hold it down) then cycle through the brightness levels by taping the left arrow. It will eventually turn off the center circle light but I can't seem to find a way to turn off all the lights.
