Does anyone know of a good Free To Air reciever that has a dual/multiple set of audio outputs?

I am not sure what your plans are but I use "Y" adapters to give my receivers multiple audio outs. They are really cheap on Ebay! They also have those "piggyback" style that come in handy for some situations.
