I've been wondering the same thing since I signed up in July 2006 and they said "by the end of the year".

I guess they never said what year... I'm hoping 2008!

If (or when) the spot beams on 61.5 are lit up, many cities (primarily on the east coast) may receive their HD locals. Only E* knows what the timetable for this is though.

..and then we'll (some of us at least) need to get a second dish and probably pay and/or go under contract to get them.

Not if you're already getting your SD locals through Dish AND already have HD service. I'm in the Buffalo, NY DMA. Sats 110, 119 and 61.5. When my HD locals light up (yeah right) I think they'll be on 61.5. I already have that satellite for (I think) a couple SD locals. Or all of them. Whatever... I know they stuck a second dish up there years ago when I subscribed to locals.

I have already upgraded to HD. So if and when the locals come on line in HD they should just like... automagically appear in my guide.

The dilemma for ME will be that I probably won't watch them since I get my locals OTA so well. That and the fact that neither E* NOR D* carries the local CBS affiliate in HD.
