Yes chips do go bad. You need some high tech gear to change SMD chips. A special desolder station, iron and a microscope.

I totally agree with you, because it appears someone has no real ideal, training or hands on experience on what it takes to repair electronic devices, let alone having the necessary tools to repair something.
