HELP - Need help with Star Choice in Texas!!

I am in Houston, TX and have installed everything correct ... getting a signal of about 60% but I can not get it to work? No "green" light and no picture. Can anyone help me? As you can tell I do not know much about this stuff. I have tried channel 299 and 284. brand new star choice system.
The intstaller is here now trying to get it to work!

What skew angle are you using? Don't know what the skew angle for Texas but central Florida, it is 135 degrees.

Type 4128 in the EMM Provider ID box.

Does the satellite show as: A4?
 
If this is an elliptical dish, it must be pointed at F2 (111.1) not F1 (107.3).

If you have it pointed at F1, you will not get any picture or download. This is because the Sat A LNBF is pointed at nothing while the Sat B LNBF is pointed at F1 whereas it is looking for a signal from F2 (where ch 298 is)
 
Anik F2 location for Houston, TX is as follows

Elevation: 51.2 degrees
Azimuth: 209.6 degrees
Skew: 115

Magnetic Declination for houston is 4-4.4 degrees east--which means True north is 4-4.4 degrees east of magnetic North, so the magnetic azimuth should be 213.6 to 214 degrees from magnetic north.

I live in Houston and am looking at getting StarChoice. Please PM your installer and let me know how it works.
