I need some help with cctv4 3880 H 27690

Been out of the loop doing any satellite work, and a old friend who i fixed up to get his CH for his parents had a cable issue, then after i repaired it, i can't get his ch back, I'm using a old but working DMT 1000 i can get the NHK CH does he need to upgrade to a new receiver, any help would be appreciated., i have a test receiver which is also the same model and its the same issue

CCTV9 coming in fine here on I-21 @ 58W. Freq = 3840 H 27690. Vpid 1860 Apid 1820 PCR 1861 SID 8
The other CCTV4, news,F and E on 3840 H 27690 also good.
CCTV mux on G3, 95W, freq =- 11780 H 20760 also OK
C band-10 ft. BUD, C2 LNB, Ku - 30 inch CM and a cheapo LNBF, Openbox S9.

As mentioned above, another option is on Ku - G3C @95W the CCTV mux includes CCTV 4 and 4 other CCTV channels, and there is also a Taiwan channel in Chinese mandarin I think (MAC TV) in the same sat.
 
this is weird, what is the signal level compared to the nhk channel I'm thinking if i should be able to get it to work with a old FTA maybe the local osc freq. is a wee bit off to lock on I'm going to check my test receiver tomorrow to see if it locked at a higher or lower freq. this does not add up, been doing FTA since day one, and its the only thing i can thing of i grabbed another C-BAND LNBF brand new but got a lower output on the NHK so i don't think it was good one
