Is my router dying?

I have AT&T Uverse Internet so AT&T gave me a router (that also doubles as a modem).

I noticed every time it reboots (ie. the power goes off in my neighborhood and then comes back on), my speed almost always comes back slower and it never goes back to the speed it was before.

I have AT&T's Elite package (3.1 Mbps to 6.0 Mbps). I used to get 5.6 Mbps consistently. Now it's dropped to 4.8 Mbps and stayed there.

Do you guys think my router is dying?

That's still within your speed range. Most likely you are seeing a slowdown due to congestion on your node.
