Local Stations in 4.9

Why are my local stations sometimes in 4.9 size ???
I have all other HD stations coming in correctlly.
In Washington,DC all stations are full HD over the air..

You mean 4:3 ...

Is this only when the news is on by chance ?

Not all HD channels show HD programming all the time.

The local news where I'm at is in HD, however a lot of the inserts (news articles) are not in HD, so it's shown with the bars on the side, then once that segment is over and they go back to the newscast, it's back in HD.

Often shows are done that way too, not all shows shown are in HD.
