Locals Giving A Problem

Never did get this problem straightened out, so I'm back with Signal Strengths to see if any of the wise people on here can get me in the right direction. It is a SWM dish and the only receiver I have which is a HDDVR

Any help would be greatly appreciated. The account is listed off the Philly DMA but I reside in the Pittsburgh DMA. If that helps, I had locals at my last location in the Pittsburgh DMA, but now they only work for maybe 2 hours in the AM (roughly from 9 AM to 11 AM) then it goes to searching for satellite signal tuner 2. Then they come back in around 9 PM to 12 AM then again searching for satellite signal tuner 2.

Philly HD locals are on 103W TP15 & 23 which show 0 on your list

The 99 & 103 numbers are a little low especially 99. I have a SL3 and the 99 & 103 HD are all in the low 90's
But the issue with the "moving" is since it shows 0 signal for both TP's (Big 4 is on TP15 and the others are on TP23) means you're outta the spotbeam. The satellite wobble (moving in orbit) is how the locals show up for a couple hours a day
